I doubt that your RX480 can push any AAA games to 60 FPS at 4K. I know Dota 2 is a different game but I think you'll be more than fine.

If you intend to multi-task a lot while gaming both your CPU and ram are possible bottlenecks, I suggest you just not do this as it will cost a lot to be able to and is it really worth a major system upgrade to keep chrome running in the background while you game? Use Microsoft's SysInternals Autoruns to check your startup files. Run malwarebytes anti-malware, keep everything closed in the background. Clean your system (not CCleaner), just go in to %temp% and %windir%\temp and clear them out. What I suggest is that you don't upgrade your ram unless you have less then 8gb. You might enjoy the upgrade a little but the differences will be quite subtle. So does your GPU match a GTX 970? If it does, you should be ok.
