I doubt that your RX480 can push any AAA games to 60 FPS at 4K. I know Dota 2 is a different game but I think you'll be more than fine.
I can play Heroes of the Storm at with may setup.

If you intend to multi-task a lot while gaming both your CPU and ram are possible bottlenecks, I suggest you just not do this as it will cost a lot to be able to and is it really worth a major system upgrade to keep chrome running in the background while you game? Use Microsoft's SysInternals Autoruns to check your startup files. Run malwarebytes anti-malware, keep everything closed in the background. Clean your system (not CCleaner), just go in to %temp% and %windir%\temp and clear them out. What I suggest is that you don't upgrade your ram unless you have less then 8gb. You might enjoy the upgrade a little but the differences will be quite subtle. So does your GPU match a GTX 970? If it does, you should be ok. The 3770k is less than 5% faster than the 3570 and I was pushing 10% more pixels with only trivial compromises. Later I moved the 2500k to be just a render box and added a 3770k (which I never got around to overclocking, as I never needed to). Once games got more complex, I overclocked it to 4.5ghz and it was amazing. I gamed first on a 2500k which worked fine for a long time. With 1440p you are looking at 10% lower resolution than the 2560x1600p, so a GTX 970, 1060 6gb, 980, 980ti, 1070, 1070ti would all be plenty of GPU horse power. It did happen that in some game I might have to turn down AA to 4x and similar minor concessions to keep FPS above 60, but it was certainly game-able. I gamed for a over a year on a gtx 970 above 1440p (1440p = 2560x1440, I gamed at 2560x1600) and I set everything to MAX. This CPU was released back in April but only for use in OEM systems.Actually you don't need a 1070 to game at 1440p unless you are running above 60hz. Then last month AMD said they would release to the general market alongside the 5600G in August, so next month. We've been trying to get one of these APUs for a while, but it hasn't been as easy in Australia.
